Disclosure: Having never used an item like this myself my knowledge on this climbing harness is limited.
Most common use is by power pole and light workers. Not specifically for tree work. I did put it on myself, it is usually worn lower around the hips and it fit me perfectly. I have a 34 inch waist and 3 adjustment holes were left. It will easily fit a 36 inch waist and could fit, at the outer range, someone with a 37 inch waist. If your waist is 38 inches it will most likely not fit very well.
